windows explorer hangs

I cannot use my DVD or CD drives. When I click on their
icons in 'my computer' my system hangs. after clicking
the desktop then the system does't "see" the drive anymore
the result is I cannot load any programs or read discs.

the stats:
xp home
athlon 1.2 ghz procesor
2 clean installs with same problem.
