Windows domain server losing a brower election

We have a new Windows 2000 server that is a domain
controler. It continues to issue the following error.

Description:
The browser running on the Domain Controller has lost an
election. The computer that won the election is
RGOLESHSTOUGHTO, on the transport \Device\.
The data contains the election version, election
criteria, and remote computer time up, and the same
information for the current computer.

It is not always the same computer that wins the
election. Once it happens, users start getting messages
that indicate a file they have open is read only or that
the shared volume is read only and they can not save
their work.

Microsofts answer is to reboot the server. And the
message appears as an informational one only.

does anyone have any ideas on the cause and the solution
to this one?
