windows does not boot in full screen

my windows OS does not boot into a full screen. i've tried
playing with the display settings and the resolution with
no luck. any suggestions or explanations would be greatly
appreaciated. thanks.

Is this on a laptop? If so, you have to run the native resolution, which is
probably 1024×768 @ 60Hz
