Windows Defender (beta 2) installation problem

Anyone have any ideas how to install Windows Defender (beta 2)? It is
telling me that it requires GDI+ to install. I was able to find the
gdiplus.dll in the Microsoft website but I don't know how to install it.
There is no document that tells you how to install it.

Any ideas or comments will be greatly appreciated.
