Windows contacts

When I click on "Windows contacts" I get an error message saying something
like this file has no associated program etc.
What to do?

Do you have an email program, like Outlook, set up on your computer as the
default?

Control Panel (Classic view) > Default Programs > Set your default programs
link, highlight Windows Mail (or Outlook) and use the green arrows to set
defaults

I have tried that but it don't work.
Other suggestions?
