Windows Classic to Windows XP

I'm not usually this dumb, but I can't change my Control Panel from Windows
Classic to Window XP.

Right click an empty spot on the desktop and select Properties/Appearance Tab. In the Windows and Buttons drop down menu, select Windows XP Style.
