Windows Classic Theme only displays

Running XP Pro I cant get the desktop themes to stay put
after I log off. After choosing an XP theme, the
screen/taskbar change and stay that way until I log off
the LAN. When I log off, the screen/taskbar revert back
to the old classic style. Interestingly, if I unplug my
LAN cable and log-on/off the problem wont happen, once I
reconnect to the LAN, the settings are lost. What to do?
