Can't load XP theme

I've been having this problem for a while. Sometimes when I turn on my
computer I have an XP theme taskbar and start menu, but my windows are
windows classic style. When I go under display properties I only have the
classic choice. This only happens sometimes but its really annoying. I have
tryed log on fix and the settings fix (my computer) with no luck. Services
tells me the Theme service is running but if I try to load Luna from
resources I get an error message telling me it isn't running. Can anyone help?

Make sure that the Themes service is set to Automatic and running.

Open Services...
Start | Run | Type: services.msc | Click OK |
Scroll down to and double click Themes | Click the V next to Startup type |
Select Automatic | Click the Apply button | Click the Start button |
When the Themes service has started, click OK | Close Services

If Luna.theme was missing and you downloaded it (187. Right hand side
Restore Luna Theme).

Luna.theme belongs in
C:\WINDOWS\Resources\Themes
or
%windir%\Resources\Themes

If XP Pro you can use Group Policy...
Start | Run | Type: gpedit.msc | Click OK |

Navigate to >>>

User Configuration\Administrative Templates\Start Menu and Taskbar\
Force Classic Start Menu
Set to: Not Configured

User Configuration\Administrative Templates\Control Panel\Desktop Themes\
Load a specific visual style file or force Windows Classic
Set to: Not Configured
