A large amount of it is. Install Platform Builder and you get a big chunk.
If you need more you can apply for the premium source code license.

Paltform Builder but cannot seem to find it.

In case there's a reason you're asking this on the NET CF forum, the .NET CF
run-time is *not* in either the 'public' source that comes with Platform
Builder or the additional source for which you can ask Microsoft.
