Windows cannot start, missing file or corrupted!!!!!!

Hello, I have a laptop here that needs major help. Windows won't start
because the file windows\system32\config\system is corrupted or missing and
when I try to recover it with recovery, it does not copy. I always get "file
could not be copied" what can I do!! I do not want to lose my documents.
Help!! please!!!

I have tried that, when I do part one (copying files) it won't allow me to
copy the file that is the problem (system), it always says "file cannot be
copied." What else can I do?
