windows cannot read template 'group policy'

Hello,

When I run gpedit.msc and browse to computer configuration\windows
settings\security settings\local policies\user rights assignment, in the
right pane there's this error: Windows cannot read template information.

Any idea what's wrong and how to solve it?

Windows XP Pro
Workgroup (no domain)
Logged on as Admin
All other Policies open without problems
