I have a Windows XP Pro SP3 laptop that I need to set a local policy on. I
opened the Local Computer Policy snap in and when I expand Computer
Configuration and then administrative templates I do not see system only
object is windows components

Any way to populate this it is a slow laptop maybe it takes time to bring in
all the objects?

ANy ideas or suggestions

Sounds like you're missing one or more of the .adm files.

Open the Group Policy Console (Start -> Run -> gpedit.msc).
Under Computer Configuration, right click on Administrative Templates.
Select Add/Remove Templates from the menu.
Note: You can also click on Administrative Templates so it's highlighted and
click on the Action menu on the toolbar to gain access to Add/Remove
Templates.

In the Current Policy Templates box of Add/Remove Templates you should at
least see the
following five templates listed.

conf
inetres
system
wmplayer
wuau

Click on the Add button if any are missing.

Once you've got the default templates added you should be able to access the
System settings.

Good luck
