windows cannot open "helpctr.exe" on xp with sp2

I have followed the instructions via knowledge base to the letter re
modifying the registry etc., but I still get the same message when I try to
open HELP AND SUPPORT.
Limited tech knowledge so a step by step solution would be appreciated.
