Windows cannot log on because profile cannot be loaded?

I have deleted some Users A/C and then re-created them again. Now these Users
are not able to logon. When they finally managed to logon the default profile
is used. However with this default profile they are unable to change their
Themes, cannot use Quick Launch, cannot sign on MSN Messenger with their own
..Net Passport etc.
Have done virus scan using Norton 2003, AVG, Spybot & AdAware.
Running Win XP Pro SP1, Progs loaded at starup AVG, Norton, Zone Alarm,
Spybot.
I suspected somthing in one of these progs are preventing me from setting up
these new users properly.

Try System Restore (when those A/C's were working)in safe mode.

Thanks, tried System Restore but unable to restore (all system checkpoints
for Dec04). Somehow when I re-created these a/cs again, the system showed the
following message "Windows cannot load the user profile but has logged you on
with the default profile". When I logged off again, the settings revert back
to a very restrictive one (ie cannot change Themes etc).

Can those progs I have loaded at startup prevented me from setting up these
Users A/Cs properly? Some Group Policy settings or Network settings are
over-riding the User A/C creation? By the way, I am not on any network
(standalone PC).
Tried to create these a/cs under safe mode still doesn't work, because on
logging off all settings I set up after creating the a/c are not saved and
revert bact to the very restrictive ones.

Your advise would be greatly appreciated.

Create a New User or Restore the User Profile
http://support.microsoft.com/default.aspx?scid=kb;en-us;Q318011

Suggestions:

Right click My Computer, Properties, Hardware, Device Manager. Locate the
entries for your hard disks and double click each entry. On the Policies
tab, uncheck Enable write caching.

You will see a performance decrease because of this, but if the corrupt
registry/user profiles problems cease, then you'll be certain of the cause.

Logon to another account with admin privilege and run System Restore.
Choose the most recent restore point and SR should restore the user
hives.

Or...

Boot into safe mode and log in as Administrator. Copy ntuser.dat from
%windir%\repair to "Documents and Settings\[your user id]". Now do a system
restore to a point in time prior to when the corruption message began to
appear.

Or...

Relocate NTUserdat

Look in HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows
NT\CurrentVersion\ProfileList and find the profile you want to change and
then change ProfileImagePath to the ntuser.dat folder that you want to use.
You must manually copy or move the ntuser.dat file there.

Thanks guys, really appreciate the tips. Now I have something to work on
which should keep me busy for awhile.

By the way I checked on the Users folders, some of them have the ntuser file
others don't. It also says it's a NeroMediaPlayer Media File, but I don't
have Nero Media Player installed (is this normal?)

I also checked in C:\Windows\System32 (as suggested in another thread) my
file is named "nusrmgr.cpl". The other thread suggested renaming
the"ntusrmgr.cpl" to "ntusrmgr.cpx" Is my nusrmgr.cpl a corrupted file? Will
renaming this file work for me as well?

Thanks Kelly,
I think I know what my problem is. When I deleted the Other User Profiles, I
also inadvertently deleted the Default User and Adminsitrator Profiles.
Fortunately "My User" profile is still working properly.
I have worked through your suggestions and also followed all the threads
under "User Profiles". Article ID 319974 (How to create a Custom Default Use
Profile) seems to be my bet. However I do not have the Default User and
Adminsitrator profile in my Doc & Settings anymore. Can I create new folders
under Doc & Settings and copy "My User" profile to the Default User and
Administrator profiles which I have created using Article ID 811151 (How to
copy data from a corrupted user profile to a new profile?) Or is there
another better way (eg copy a clean Default User profile from Windows?)
Awaiting your instructions before proceeding.
