'Windows cannot find' but it does

Every time I go to click a particular cad program file icon or the program I
get a dialog box popping up saying that 'Windows cannot Find......' and then
the full file string is detailed. About the same time the file does open and
everything seems normal.

Only this particular CAD program?
No other program does it?
