Roughly half of the time when I start windows it will start normally and
display the Windows logo for like 15 seconds then go on to the user login
screen, but the other half varies between:
1. taking 3 minutes to go from the Windows logo screen to the user login
window
2. taking 3 minutes to go from the Windows logo screen to the user login
window then the loading bar freezes and the computer stops responding.

What can I do to fix this problem?

If I was in your shoes I would do a repair of Windows XP. All that will do is
just install Windows files to there original state will not change the
registry. Lets hope that will let you bootup.
