Windows Backups

I recently reformatted my hard disk but prior to doing it,
I backed up everything using Windows Backup Utility. When
I restore the backup file, it restores every folder I
backed up but not the files within the folders. The
restore utility scans through all the file names that
existed but doesn't replace them on my computer. Can
anyone help with this?

NTbackup / Tools / Options / Restore / Always replace
