Windows Backup, cant find it

I backed up some stuff from my other computer with Windows Backup and want to restore it on my new computer but my new one doesnt have that Backup utility that came with windows. I also looked at the Add Windows Components part and didnt see anything there to help me either. HOw can i get it?

That link didnt work. Also i just realized my computer didnt come with backup CDs or a Windows XP Home disk. i saw on a microsoft site that you can install manually from the CD but I didnt even get a Windows CD. Can it be downloaded from MS at all?
