windows background can't be changed

For some reason I can't get my windows background to change. When I try to
set a picture as the background it acts like it has changed the background
but it never does. If I right click and choose properties and desktop it
will not allow me to choose a different background. Can anyone help?

Assuming the computer is virus/malware-free (and please be sure it is -
see link at the end of the post for procedures):

Go to the Display applet in Control Panel and look on the Desktop tab.
Click on Customize Desktop, and then click on the Web tab. You will see
that there are checkmarks next to "My Current Home Page" and probably
"Lock Desktop Items". Uncheck these. Click Apply and OK out when you've
made your changes.

If you can't enable desktop backgrounds after a virus, MVP Kelly Theriot
has a fix. Look under Wallpaper-Desktop-Disable Changing here:

If Display tabs are missing, run Kelly's registry edit on line 285,
right-hand side "Restore all display tabs".

For Windows XP Professional

1. Click Start - Run - type GPEDIT.MSC and press Enter
2. Expand to User Configuration - Administrative Templates - Control Panel -
Display
3. On the right-side pane double-click the entry "Prevent Changing Wallpaper"
4. If the value is set to "Not Configured" or "Enable" then set it to
"Disable"

For both Home & Professional edition
========================

1. Click Start - Run - type REGEDIT and press Enter
2. Expand to:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\
Explorer\ActiveDesktop
3. On the right side pane - check if there is an entry
"NoChangingWallpaper". Set its value to 0 by double-clicking or delete the
entry.
