Windows 98 logon issue

I have installed a second Windows 2000 domain controller to my network. After promoting the new server, my Windows 98 machines can no longer log into the network. I get the error that no domain is available. When I shut down the new server we can login. Any ideas on what would be causing this? We also have a Windows NT 4 server running in the domain.

Why would this have worked previously with the one Windows 2000 Server domain controller but not with the second one?
