Windows 98 login in site with no domain controller

We are in the process of transitioning our network from
Windows NT 4 to Windows 2000. We have been having
trouble with workstation that run Windows 98 logging into
the new Windows 2000 domain. Most of the systems we have
on our network are Windows 98 however the new Windows XP
system we have installed have never really had a problem
logging onto the Windows 2000 domain. When Active
Directory was setup the sites and subnets of our network
was configured in the Active Directory Sites and
Services. To start off we only had domain controllers in
one subnet. The Windows 98 systems had no problems
logging into the 2000 domain while it was connected to
that subnet. However when we moved the system or went to
a system in a different subnet to configure it for the
2000 Domain that did not have a domain controller in that
subnet the Windows 98 systems would not log into the 2000
domain. Once we installed a domain controller in that
subnet/site the Windows 98 systems no longer had a
problem login into the 2000 domain. However we have a
site that we are currently having problem with. It is
the Default-First-Site-Name that has 5 subnets is
assigned to it and only one subnet in that site have
domain controllers installed it. Only the Windows 98
systems that are connected to the subnet in the Default-
First-Site-Name site that has domain controllers in it
log onto the 2000 domain, if the a system in connected in
other subnets of that site do not login.

Does anyone have any suggestions or ideas of what the
problem might be?

Windows 98 uses WINS for DC location so check that your 98 clients are
correctly registering with the WINS server.
On your WINS server, make sure the 1ch record is correct and lists all your
DC's. This is the record that holds the IP addresses of domain controllers.

After looking at the WINS server I noticed that the only
entry for the root server was the [03h] Messenger. I
then checked the TCP/IP properties of the roots server
and notice that no WINS servers had been specified. I
entered the IP's of the WINS server, restarted the root
server and check the WINS server again. I then had three
entries for the root server 00h, 03h and 20h. So far the
two systems that we were trying have logged onto the 2000
domain. In that site we have 3 domain controllers, one
of them the first root server that was made a DC.
