windows 98 keyboard frozen, safe mode

My cousin cannot get his laptop keyboard to work, and pc
is saying it is in safe mode. Any suggestions to get it
up and running.
 
A first step would be for your cousin to remember what changes, if any, he
made before a reboot of the computer sent it into safe mode.. and then to
try to correct the problem.. alternatively, do a system restore..
