Windows 98 commands in Windows XP

I wanted to get some help if anyone can tell me what the
new command names of the following Windows 98 Commands are
in Windows XP "Winipcfg","MSConfig","Ctrl+Alt+Del{Close
Program dialog box}"... I am trying to correct a slow
internet connection problem so want to reset the IP
setting's and check for any unwanted programs running in
the background but I do not know XP very well and have no
clue how to open these 3 programs or there XP
equivelent... If these are still the correct commands for
XP can someone give me a Link to where I can D/L these 2
official MS Programs and let me know how to get into the
Close Program Dialog Box...
