Windows 7.0 won't shutdown or restart

Windows XP 7.0 SP2 OE 6.0

A few weeks ago my PC refused to shutdown from the START | TURN OFF COMPUTER
| TURN OFF. It won't restart either from the same path but selecting
RESTART. All it does is give a little tiny blink on the screen and then
just continues as if nothing had happened.

I read something in one of the XP newsgroups that it was probably due to
some application still running in the background. After closing all the
applications except Post-It Notes and doing the START | TURN OFF COMPUTER |
TURN OFF if I do ALT | TAB to see what's running there is an icon of a
screen with MCI on it. It isn't in Windows Task Manager in the Applications
tab and nothing in the Processes Tab that start with an M. The icon is
square with bold grey border on 3 sides, bold grey in upper left hand and
right hand corners, bold blue border between the grey corners and MCI in red
in the middle. All caps.

If I close Post-It Notes and do the same thing then the ALT | TAB doesn't
bring anything up.

In reading some of the other posts I see that starting in SAFE MODE is my
next likely step. Can you give me some advice as to what I should be
looking for?

The reason I mentioned which version of OE is running is because recently it
won't allow me to delete messages by clicking on the X - delete button in
the task bar. I don't know if they are related and only mention it for
additional background. Once the problem of SHUTDOWN is resolved I'll post
the OE problem in the proper newsgroup.
