Windows 3K admin lockout

I configure the security policy using MMC(sechidc.inf) and
now the admin account has been locked and can't get to the
server. Does anyone know how to enable it from the command
prompt.

Go to Safemode and enter the admin password from ther go
to administrator/user and enable the admin account.
