Windows 32 at Start Up

When I start my system, it "should" give me my desktop without interruptions.
However, a few seconds after giving my desktop, it gives me
C:\Windows\System32
with the standard Windows warning that alteration or removal of files could
cause problems.

How can I get my system back to a normal desktop?
