Windows 32 application

I cannot open any of my applications. Everytime that I
try it gives me an error saying that it is not a valid
Win 32 application.

For example:
C:\WINDOWS\system 32\Restore\rstrui.exe is
not a valid Win 32 application
OR
C:\WINDOWS\system32\rundle32.exe is not a
valid Win 32 application

This happens everytime I try to open any program except
the beginning of the C: file is different. Can you tell
me what is going on.

I have tried everything that you suggested and it will not let me open
anything to begin to fix anything. I treid to reinstall windows and it won't
let me do that either. What do I do now?
