Windows 2003 VPN: Cant add Internal interface to IP Routing / NAT

I cant seem to add the Internal interface to IP Routing or NAT on this
one Windows 2003 box.

I have another Windows 2003 machine setup almost the same (the
difference only being the one has 2 nics the other one only 1 nic).
Add I had no problem adding it on that machine.

The message I get is "No new router interfaces are available for
addition". If I try use netsh instead:

netsh routing ip nat>add interface name="Internal" mode=PRIVATE
An interface with this name is not registered with the router.

However the Internal interface is listed under Network Interfaces
section in MMC, just not under IP Routing, General or NAT.

Sounds like the internal interface is not enabled for routing, but only
for remote access.

I see.. so how does one enable that? I cant goto "Properties" of the
internal adapter because that is only availble under IP Routing ->
General for which Internal is not listed.

Right clicking under Network Interfaces reveals "Refresh" as the only
clickable option.

How is your server configured and what are you trying to do? You say this
server has only one NIC. Is it configured as a remote access server (to
allow incoming RAS or VPN clients) only? If so, it will not be configured
for routing. What exactly is NAT supposed to do on this machine?
