windows 2000 won't recognize a cdr disk

I can view, play, etc. any other manufactured disk.
However, I can not view, play, etc. a cdr. Someone please
let me know what I am doing wrong. I am running Windows
2000 Professional with SP4.
 
Most likely reason is the CDR is not closed or finalized. Next would be
the CD drive laser system isn't capable of reading the CDR disc.(this
would be an older CD drive.)
