Windows 2000 Server Licensing Issue

I'm having a bit of trouble figuring out how to remove a user license so
from a Win2K domain. My scenario, I have 100 licenses and roughly 80% of
that is used. However, many of the users are temporary and so new accounts
are created as old ones are deleted. When I go into the License Manager to
remove old users, they seemingly reappear after a few days and I start
receiving licensing errors from event viewer. What am I doing wrong...?

My understanding on the issue is: you cannot remove old user license in
License Manager in Windows 2000 domain. If I have misunderstood your
concerns, please feel free to let me know.
