Windows 2000 Security Tab Missing

Windows 2000 Professional Workstation SP2 and lots of hot fixes

NTFS Formatted C:\ Partition
Security Tab Permissions for files and folders was present a few weeks
ago, but are currently missing from all files and folders.
It is definitely NTFS formatted NOT FAT32
Workstation is stand alone and is not a part of any domain
There are no Group Policy Objects enabled

Any ideas what service might not be running or what setting might have
been tweaked to keep the tab from showing up? I am stumped.
Upgrading to SP3 or later is NOT an option at this point. I need an
answer that doesn't go down that road. Hot fixes are ok though...

Help! I'm having the same problem - the security tab is missing from a temporary internet files folder. Unfortunately, whatever took over and made this happen dumped hundreds of mb worth of files in there and won't let me delete them. I've heard there's a registry hack that can bring back my security tab for the affected folders so I can take ownership again and delete the folders, but I can't find the hack. Help please!
