I came across this today, but only when one particular user is logged in.
For her, when she closes down, it reboots, but for anyone else it shuts down properly.
That can't be the BIOS, any suggestions; I haven't spent any time on it yet so have no more info till tomorrow.

If you can't find the erroneous registry entry delete her
NTUSER.DAT it is harmless to the files but backup her
profile first anyway. Of couse you will loose mail
configurations and the like.
