We need to get an as yet publicly unpublished patch from
Microsoft. This patch is required by BEA to support
WebLogic Platform 8.1SP2 with SQL Server 2000. I am
pasting below the relevant portion from the patch document
provided by BEA:

To install this patch on Windows 2000 systems, complete
the following steps.

a) Contact Microsoft Product Support Services to obtain
the hot fix for KB Article Number 832866.
(Once published, this fix will be available for
download from the Microsoft Web site
as part of Patch QFE29.1.)
b) Download the 158264_ENU_i386.zip.exe file, as
instructed by Microsoft Product Support Services.
c) Extract the executables from the downloaded file.
d) Shutdown all applications, the MS SQL Server, and
the DTC services.
e) Run the extracted executable file Windows2000-
KB832866-x86-ENU.EXE.
f) Reboot the system.
g) Start the MS SQL Server and DTC services, if they
are not started automatically.
