Windows 2000 network shortcut changes when target is unavailable

We have a network shortcut with a target of either
\\Server\Directory\Program.exe Or F:\Directory\Program.exe

The problem is, when the network resource is unavailable,
Windows chooses to automatically try and find another copy
of the program on the local machine. Or, failing that, it
changes the shortcut to a (random?) program in the windows
directory.

Is there any way to force windows to not search for a
replacement for the missing network resource and throw an
error, instead of trying to fix itself?

I think this is tied in to "shortcut link tracking", you
might find some results on this search term. There is a
group policy with this setting, you can check the help for
that as well.
