Windows 2000 Locks up during start up

During the start up process, Windows gets to the "Loading Personal
Settings" and "Saving you Settings" and goes into non-stop loop. It
keeps flashing back and forth between the 2 along with the screen saver
flashing.

I have no idea what to try next. It won't reboot through the safe
start, and the last know safe doesn't work either.

I think this is a result of the computer not shuttiing down correclty
the last time it was shut down. Any ideas? I'm lost here.

This sounds like one of two things; the drive letter has change from
original install, or the drive permissions have changed.
