Windows 2000 and XP machines can see users after 2003 forest level

After putting a 2003 forest level trust between two forest with one domain in
each on windows 2000 machines and XP machines you can not add users from the
other domain to permissions or to local groups - is this a known issue?

have you tried to set up permissions by adding universal groups from one
forest to local groups from the other forest?
