Windows 2000 Account Lockout

We have a 50 Windows 2000 server Domain with 3 Windows 2000 DC's. If we
attempt to change the "Lockout after XX bad logon attempts" to a resonable
number like 5, user accounts start locking out. There doesn'r seem to be
much of a pattern to it, though it does happen to some users more than
others. Any help would be appreciated.
