I would like to make the Windows 2000 OS a read only
workstation OS were users will just save their work on a
data drive Or a way I can make the entire PC (OS and
software) as read only.

If user shuts in down - all setup would be the same as it
was freshly installed.

Take a look at Group Policy settings. You can use policies to lock down the
desktop and then use the loopback feature to keep user information from being
stored on the system.

Win2K cannot boot on a read-only system partition. Period.
