Window XP Shutdown problems

I have just read most the articles in the group. I have to say I am still at a loss. I have amd t-bird 950mzh with 655megs with 200fsb. I have copy of Windows xp sp1 and I in stalled clean from a formatted drive(ntfs) and everything was fine I put in my virus scanner before connecting to the net, but xp wont shutdown or restart. When I hit the start button and tell it to restart or shutdown nothing happen. But if I do it a second time, right away it goes off or back the welcome screen. I belive a have a virus, but every time I do a scan nothing comes up.

any suggestions?

Add: Which virus scanner? The two well known ones are notorious for
causing shutdown problems. A suggestion is at
http://www.my-etrust.com/microsoft/
which is currently on offer for a year's free trial, and is economical
to renew after that. Very unobtrusive and effective
