My Computer e-boots for no apparent reason and comes out with this message:
IRQL_NOT_LESS_OR_EQUAL.. Then at the bottom it shows: TCPIP.SYS

Any suggestions or solutions?

Have you installed any network card drivers recently from Windows Update?
Try getting the latest NIC drivers from the manufacturer web site. If you
can't get it to work, disable the onboard NIC in BIOS and install a PCI NIC
which is Vista compatible..
 
Tcpip.sys is a driver. It must be corrupted.

You can try to uninstall and reinstall it.

Try control Panel>>System and maintenance>>Device Manager>>Network
Adapters>> Place cursor on your device, right click and there will be an
option to uninstall driver.

When you reboot the OS will find the driver it needs.

I am not 100% certain it will help but it won't hurt either.
