Window Settings Don't Stick

How can I make my Windows such as the Internet Explorer window be Maximized
when I open them. They used to be. Now I must maximize the browser window
every time I open it. I thought those settings were supposed to be saved
and remembered upon exit?

What I do is click on properties on the shortcut file wherever it is (right
click/properties) and in the run pull down choose maximize, then apply.
