window installer showing up each time I cange sites

About 2 weeks ago, my husbands Window Installer started to pop up each time
he want on line. This happens when he is changing from one site to another
or if he is trying to download anything. It takes quite a long time to
change or do what was requested. Why and how can we fix this problem
