WinDefender resets registry permission when loading

I believe that most security guides recomemend that
HKU\.Default\Software\Microsoft\SystemCertificates\Root\ProtectedRoots have
these permissions. Administrators-Full, System-Full, Users-read. As the
system boots and WinDefender loads, I believe the MsMpENG.exe resets the
permissions on this key to Everyone_Read, System-Full. Is there a method to
change this behavior?

Are you a home user or otherwise? WD was not designed to be run in a
corporate environment. If you are operating within these confines, perhaps
your needs would be better served by Microsoft Forefront Client Security.

There's an ADM file provided when Windows Defender is installed. The items
in that file are what are available.
