How do I remove the gpedit that allows a user to change
their password. This machine is joined to a domain, and
user policies are generated by the domain. I do not want
a user to change their windows password.

This is not a GPO issue. You just need to configure the user account. Go to
ADUC, right click on the user account, and select Properties. Then, on the
Account tab, configure the setting that says User cannot change password.
