Win2k installation

I am trying to upgrade a Dell 4100 to Win2K from 98se,
however, the setup wizard goes through the
detection/configuration/saving process, reboots and does
it over and over and over. Any ideas on how to resolve the
continuous loop problem?

may have to upgrade BIOS, may be an app. May be easier to backup and fresh
install and put data back
