Recently a computer i am working withnot been able to
start windows. The windows 2000 flash screen comes up and
when the progress bar gets about half way across, the
computer reboots in an endless cycle. Frustrated, I
reformated the HD and reinstalled Windows2000 only to have
the same problem occur. I also upgraded the BIOS to the
newest version. Any suggestions?
 
Your RAM may have developed errors. Can you try a different piece of RAM
and see if it still behaves like this?

Besides the OS, what else is on the drive?

Change your system settings for recovery, and do not
automatically reboot. You need to see the whole Stop
error and write it down, so you can research it in the KB.

If you boot to safe mode how does the system handle? if
no issues then you have something to troubleshoot in
booting windows normally.

Failing memory could cause many headaches. CPU issues too.

possibly some sort of hardware failure

remove and reseat all memory
unplug and re plug all cables
remove any external devices not necessary for operation eg
printers
check power supply if possible

not all at once try in a methodical manner

If you have a bios that supports it, try upping the voltage to the ram
 
Besides the OS nothing is on the drive. i deleted the
partition prior to reinstalling the OS. safe mode will
not start as well. I replaced the RAM and same thing
occurs.
