Win2000 won,t boot, stuck at bootscreen, won't boot from CD

After the third reboot after a series of lockups of my computer
windows 2000 refused to boot. It gets to the graphical bootscreen,
loads about halfway and with the sliding progress bar still moving, it
stops loading. I have waited for up to 30 minutes before restarting my
computer. I have also tried to boot into safe mode, where it loads bar
finishes but it still doesn't boot. After this i reformatted. While
reinstalling windows2000 it loads all the drivers from the CD the
status bar says "starting windows 2000" and it hangs up there and goes
no farther. I then installed window XP pro with no problems at all. I
still cant boot off of the windows 2000 CD

I have been able to reinstall windows 2k multiple times with no
problem at all. I have also done multiple virus scans with AntiVir and
Norton Antivirus from windows XP and have found no problems at all

40 gig harddrive divided into 3 partitions
70 gig external harddrive

1.3 ghz athalon running at 1 ghz
Enermax 350watt powersupply
ECS Motherboard
 
I had that problem once and it was a cheap analogic internal fax/modem that
was the problem. In fact, I had put two different cheap modems in the
machine and W2K didn't like either one. I have an external USB modem now and
it boots up fine.
