win2000 will not keep personal setting on exit.

win200 don't keep personal setting of new use on exit,
have to redo each time use reboot.
 
Check to see if anyone is in the Guests group. Windows treats these as
temporary and will not save the settings. Also check the application log to
see if the profiles are unloading
