Win2000, Terminal Services Licensing server will not activate.

I get :

The Licensing wizard is unable to verify the license
server ID. Check that you have entered the correct ID for
this server and retry this operation.

Message Number: 0x13a3.

There is a fix for SP1, but I am running SP3. The SP1 fix
will not install on a SP3 system.

Does anybody know how to fix this?
 
Is it possible that the license that you are installing
just is bad? Have you tried calling the Microsoft
Clearinghouse to see if they can help you by giving you a
new set of licenses?
