Yes it is the WWW Publishing Performance Counters. Try this:

Start | Run | winmgmt /clearadap | OK

No service to stop. This just resets all your performance counters using Windows Management. There is a way to target specifically the WWW Publishing performance counters but I suspect if this that I gave doesn't work then that specific method won't either. Just try this if it works great if not we can disable the performance counters for WWW which will definitely fix your error messages.

You can use them to determine various "performance" issues. Like number of Current Connections and other stuff. You attach to them using perfmon. Perormance counter issues such as you are seeing are endemic to Windows 2000 and their suggestion is to disable them when all else fails. Not all just the ones you are having trouble with. The way to do this is with:

http://www.microsoft.com/resources/...dowsServ/2003/all/deployguide/en-us/94214.asp

I know it is Windows 2003 but it doesn't matter in this case
